The revised draft resolution was discussed behind closed doors for over an hour by council members not long after it was circulated. Because there were significant changes, many said they needed to consult their capitals before a vote, which is now expected Friday. Ambassador Linda Thomas-Greenfield told reporters after the consultations that the United States backs the new text, and if it is put to a vote the U.S. will support it. The U.S. ambassador said the revised resolution "will support the priority that Egypt has in ensuring that we put a mechanism on the ground that will support humanitarian assistance." During the Oct. 7 attack, Hamas militants killed about 1,200 people in Israel and took about 240 hostages back to Gaza.

People inspect the remains of a destroyed building following Israeli bombardment in Khan Yunis in the southern of Gaza Strip on October 18, 2023. The escalating conflict between Israel and Palestinian militants Hamas is pushing the Middle East region into the precipice of a "dangerous abyss," with the risk of the conflict conflagrating, the United Nations' Middle East envoy warned. Tor Wennesland, the UN's Special Coordinator for the Middle East Peace Process, fears that "the world is at the brink of a deep and dangerous abyss that could change the trajectory of the Israeli-Palestinian conflict." On Oct. 7, Hamas militants launched a multi-pronged attack by land, sea and air and infiltrated Israel, killing more than 1,000 people and abducting 200 people, including babies and the elderly. In response, Israel retaliated with airstrikes into the Gaza Strip, the Palestinian enclave ruled by Hamas.

The vote follows the council’s rejection Monday evening of a Russian-drafted resolution that condemned violence and terrorism against civilians and called for a “humanitarian cease-fire” but made no mention of Hamas. One calls for a “humanitarian cease-fire.” The other would condemn indiscriminate attacks on civilians and assaults on “civilian objects” in Gaza like hospitals and schools that deprive people of the means to survive. To be adopted, a resolution needs at least nine of the 15 council members to vote “yes” and no veto by a permanent member. The council vote was taking place amid frantic diplomatic efforts to prevent the Israeli-Hamas conflict from spreading. The five permanent Security Council nations are also invited, he said.

UNITED NATIONS (AP) — The U.N. Security Council held an emergency meeting behind closed doors Sunday, with the United States demanding all 15 members strongly condemn “these heinous terrorist attacks committed by Hamas,” but it took no immediate action. U.S. deputy ambassador Robert Wood said afterward that “a good number of countries” did condemn the Hamas attack but not all council members. He said Beijing condemns all attacks on civilians, though he did not mention Hamas. Malta’s U.N. ambassador, Vanessa Frazier, who called for the meeting, said she didn't know if the council would adopt a statement, but added that any condemnation must be mostly against Hamas. Council members were briefed virtually by U.N. Mideast envoy Tor Wennesland.

On Sunday the IDF said Islamic Jihad had launched nearly 1,500 rockets towards Israel between Wednesday and Saturday. A rocket launched from Gaza killed a Palestinian man working in Israel and seriously wounded another, Israel medical authorities said. In a separate incident, clashes also took place on Saturday morning in the occupied West Bank and at least two Palestinian men were killed, Palestinian officials said. The latest flare-up began on Tuesday, with the IDF launching strikes on Islamic Jihad, a Palestinian militant group it accuses of planning attacks against Israel. It is the third conflict in as many years between Israel and Palestinian militants in Gaza, including Hamas, the largest armed group in the enclave, and Islamic Jihad, the second largest.
The cross-border attacks followed an Israeli operation in the West Bank city of Nablus on Wednesday. The Islamic Jihad said Israeli troops had surrounded two of its Nablus commanders in a house, triggering a clash that drew in other gunmen. Palestinian sources said the two Islamic Jihad commanders had been killed along with another gunman. Palestinian groups in East Jerusalem, the West Bank and Gaza went on strike on Thursday. Abdel-Latif Abdu, a vegetable seller in Gaza, kept his shop closed in support of residents of Nablus and the rest of the West Bank.
DHEISHEH, West Bank — Palestinian tradition dictates that only men transport the dead to their graves. For a few moments, she led the funerary procession for Amr, 14, who Palestinians say was killed by an Israeli bullet during a raid in the Dheisheh refugee camp. Around her, mourners packed the street inside the camp in the Israeli-occupied West Bank just south of Bethlehem. Around Khamour, posters large and small from a variety of Palestinian organizations and institutions declared Amr a martyr. In 2022, 29 people were killed by Palestinians in Israel, east Jerusalem and the West Bank, according Israel’s Ministry of Foreign Affairs.

GAZA, Nov 17 — At least 21 people were killed and several others injured when a fire broke out in a building where residents attended a party in the Gaza Strip, health and civil emergency officials said on Thursday. It took fire fighters more than an hour to get control of the massive flames that burst through the top floor of a four-story residential building in the densely-populated Jabalia refugee camp in northern Gaza Strip. Palestinians gather in front of a building as firefighters extinguish a fire which broke out in one of the apartments in the Jabalia refugee camp in the northern Gaza strip, on Nov. 17. “The President gave instructions to provide all forms of medical and other assistance urgently,” Sheikh said on Twitter. Jabalia is one of eight refugee camps in Gaza, home to 2.3 million people and one of the world’s most densely populated areas.
The U.N. Mideast envoy said 2022 is on course to be the deadliest year for Palestinians in the occupied West Bank since the U.N. started tracking fatalities in 2005, and he called for immediate action to calm “an explosive situation” and move toward renewing Israeli-Palestinian negotiations. Wennesland said the month saw “a spike in fatal violence” that has 2022 on track to be the deadliest in the West Bank. More than 125 Palestinians have been killed in Israeli-Palestinian fighting in the West Bank and East Jerusalem this year. Ongoing Israeli arrest raids in the West Bank pose a serious challenge to Palestinian President Mahmoud Abbas’ Palestinian Authority. The Palestinians want the West Bank to form the main part of their future state.
